Cauvery Water Supply Scheme Stage 5

BWSSB · 775 MLD water supply capacity (500 MLD Phase 1 + 275 MLD Phase 2), extending Cauvery water and sewerage service to 110 villages added to BBMP limits; JICA calls this the Bengaluru Water Supply and Sewerage Project (Phase 3) Also called Cauvery Stage V, CWSS Stage 5, Bengaluru Water Supply and Sewerage Project (Phase 3).

What's pending

As of the sources collected, 6 of 110 villages still lack water access — land acquisition disputes have blocked reservoir construction at the Kadugodi and Chokkanahalli sites (Citizen Matters, 2025-04-07). Separately, secondary and tertiary distribution has lagged bulk supply: reported connection uptake was under 1.2 lakh against a roughly 4 lakh target 18 months after commissioning (Deccan Herald, 2026-03-21) — residents reportedly prefer existing borewells over new tap connections.

History

  1. Sanctioned

JICA signed the first ODA loan agreement (Phase 3(I): JPY 81,060 million, of which JPY 45,000 million as tranche 1) for what BWSSB calls Cauvery Water Supply Scheme Stage V. [1]

  2. sanctioned

₹4,336 cr Part figure: JICA loan for Phase 3(I) only [1]

    Funder: external · FY 2017-18

    Context

JICA ODA loan for Phase 3(I) — JPY 81,060 million (of which JPY 45,000 million as tranche 1), commonly reported as ≈₹4,336 cr at contemporary exchange rates. This is JICA's LOAN amount for one phase, not BWSSB's total project cost for Cauvery Stage V as a whole — see project notes. JICA's own document states the wider Phase 3(I) project cost estimate as JPY 153,837 million (loan + non-loan components), which this site has not independently converted to INR.

  3. Sanctioned

JICA signed a second ODA loan of JPY 37,068 million (reported as ≈₹2,391 crore) for Phase 3(II) water-supply and sewerage facilities. [2]

  4. sanctioned

₹2,391 cr Part figure: JICA loan for Phase 3(II) only [2]

    Funder: external · FY 2021-22

    Context

JICA ODA loan for Phase 3(II) water-supply and sewerage facilities — JPY 37,068 million, confirmed directly from JICA's own press release. A second, separate tranche from the Phase 3(I) loan above — not a revision of it.

  5. Section opened

BWSSB commissioned Cauvery Stage V, bringing 775 MLD of additional water supply toward 110 villages within BBMP limits. [3]

Sanctioned, released and spent are different things: an allocation is not evidence money was spent. Part figures cover one contract, loan or package and are never used as the project's cost.

Notes and caveats

First BWSSB / water_sewerage record on this site — added to broaden coverage beyond BMRCL metro projects. Corporation set to North as a placeholder based on the named pending villages (Kadugodi, Byrathi, Chokkanahalli, Kattigenahalli etc. are North/East Bengaluru periphery); not yet mapped to wards or corporations precisely. Citizen Matters' own text names 8 villages as still without supply but its summary states "6 villages" — this discrepancy in the source itself is unresolved in this collection pass, not corrected here. Cost correction (2026-09-20): an earlier version of this record used a citizenmatters.in-sourced ₹4,336 cr figure without distinguishing it from the project's total cost. Verified directly against JICA's own ex-ante evaluation PDF: ₹4,336 cr (JPY 81,060 million) is specifically JICA's Phase 3(I) LOAN amount, not BWSSB's total project cost — JICA's document separately states a wider Phase 3(I) cost estimate of JPY 153,837 million (not independently converted to INR here), and unverified news reporting elsewhere cites a ₹5,500–5,550 cr total project cost that this site has not confirmed against a primary document and so does not record as a figure. A second, separate JICA loan of ₹2,391 cr (Phase 3(II), signed 2022-03-31) is also on file — the two loans are not directly comparable to each other or summable into one "total" without a primary document reconciling them. Schedule nuance: JICA's ex-ante evaluation sets a target of facilities being "placed in service" by November 2024, against a full loan schedule of January 2018–February 2026. The actual inauguration on 2024-10-16 was close to on-time against JICA's own November 2024 milestone — the widely reported "missed deadlines" (July 2023, December 2023, May 2024, July 2024) were BWSSB's own, more optimistic, publicly announced targets, not JICA's original schedule. original_deadline/current_deadline are left blank here rather than picking one of these differing target dates as "the" deadline.
